I think ultra is because nintendo had a ruke where only so many games could be released by a publisher a year... to avoid the atari problem of bloat and lack of quality. Bunch of developers had sub companies to circumvent nintendos rule.

As a kid I did somehow make it to the Technodrome but never saw Shredder. What a horrible game! But memorable because of that, had a very unique, slightly unsettling bizarre atmosphere
